LICENSING SERVICE
Licensing services are provided by RMB as a regulator of the mining sector. There are five (5) types of mining licenses provided by RMB including Mineral Exploration, Large Scale Mining License, Medium Scale Mining License, Small Scale Mining License, Mineral Processing License and Mineral Trading License. There are two (2) types of licenses related to the provision of mining and quarry operations provided by RMB including Essential Service Provider and General Service Provider. There are also three (3) types of quarry licenses including Industrial Quarry License, Commercial Small Scale Quarry License, and Non-commercial Quarry License that are provided by RMB, districts and sectors respectively.
Under the Law that governs mining and quarry operations, the following types of mineral licenses may be granted:
1) exploration license;
2) mining license:
a. small-scale mining license;
b. medium-scale mining license;
c. large scale mining license;
3) mineral trading license;
4) mineral processing license.
Under the Law that governs mining and quarry operations, the following types of quarry licenses may be granted:
1) industrial quarry license;
2) commercial small-scale quarry license; and
3) non-commercial quarry license
The Government of Rwanda enacted the Regulations of the Chief Executive Officer N° 002/MINES/RMB/2019 of 18/07/2019 Determining the Provision of Services Relating to Mining and Quarry Operations as per Official Gazette No. 29 Bis Of 29/07/2019 with the following categories although the Chief Executive Officer may extend the list of services relating to mining and quarry operations:
1) Essential services which are directly connected to the mining and quarry operations:
a. mineral or quarry exploration services, including geological, geophysics, remote sensing and geochemistry activities;
b. environmental and social management services such as reclamation, re-vegetation, mine waste and water and tailings management, mine closure and rehabilitation and tailings management;
c. drilling services;
d. laboratory services;
e. contract mining services;
f. extraction of minerals;
g. mining transport services;
h. blasting services;
i. civil engineering works and construction of mine or quarry facilities;
j. mineral or quarry analysis services;
k. manufacturing and fabrication of equipment, components and consumables.
2) General services which are indirectly connected with the mining or quarry operations:
a. importing and dealing in mining or quarry, equipment and spare parts supplies;
b. research services;
c. mining transportation services;
d. due diligence services;
e. mineral traceability or certification services;
f. other consultancy services.
